From Woj via Broekhoff’s agent:

Nice addition for the Orlando return. Broekhoff is 29 years old, a 6’6″ wing who played 59 games for the Mavericks over the last two years, shooting 40.3% from three on 2.4 attempts per game. Quality catch and shoot guy and floor spacer who takes about 85% of his shots from beyond the arc. He’s an Australia native who went undrafted out of Valparaiso and spent the first time years of his professional career playing in Europe.

The Sixers did have an open two-way roster spot, which Broekhoff was able to fill as a free agent who had three years or less of total NBA service time. It’s a little wonky, but that’s the way the rules were written for the Orlando tournament (Elton Brand would not, for instance, have been able to go this route to bring in a veteran like Jamal Crawford). Broekhoff isn’t actually replacing anyone, but he comes in as the final player on the roster instead. The “substitute” player rule kicks in on July 1st, when teams can sign any players to fill gaps created by guys who decide not to participate in Florida (like Davis Bertans and Trevor Ariza).

It’s a little confusing, but the NBA is just trying to make everything work during a challenging and fluid situation.

Broekhoff actually had a big game against the Sixers recently, shot 75% from the floor and hit a bunch of threes en route to 15 points:

Good shooter, good depth piece. Don’t expect him to come in and light it up as a two-way player, but he’ll give you a three-point threat off the bench.
