According to Albert Breer:

The Birds proposed a rule that would have allowed teams to attempt a 4th and 15 from their own 25-yard line as opposed to trying an onside kick. It seems like an XFL type of idea, wonky but progressive.

Tom Pelissero described today’s activity a bit differently and says the vote was not actually official:

Either way, it’s not gonna happen this year. The onside kick, which has been converted at 10.4% over the past two seasons, will continue to be the only option to get the ball back immediately following a score.

For what it’s worth, the Eagles’ other proposal, which makes permanent the expansion of automatic replay, did pass. Owners also passed a rule which prevents game clock manipulation via multiple dead ball fouls, which is what the Titans did to fuck with the Patriots last year in the postseason. Watching that unfold was fantastic.
