Safe to say the message was written by a conservative, based on the usage of “woke retards.” There’s also a dig at affirmative action in there, for further confirmation.
A cursory Googling reveals that FERPA is the “Family Educational Rights and Privacy Act,” which protects student education records. It was passed in 1974 and gives students and parents of minors the right to review records and control information disclosure and whatnot.
SFFA is “Students for Fair Admissions,” which is a nonprofit advocacy group founded in 2014 by a conservative named Edward Blum. It was created to challenge affirmative action, and about 10 years ago sued Harvard, claiming that these policies violated the Civil Rights Act. The claim failed in district court, and in the U.S. Court of Appeals, but it later wound up in the Supreme Court and the ruling was reversed in 2023 with the justices deciding by a 6-2 count that race-based affirmative action violates the Equal Protection Clause of the 14th Amendment.
