The question you’re probably asking is something along the lines of “why do the Eagles do this in the first place?” They’re basically trying to get leverage on the motion guy. Instead of going straight man and following the player across the formation, they try to get ahead of it to beat the guy to the outside, which I’ve attempted to illustrate here in a very rudimentary fashion:
