Pennsylvania Online Casino, Sports Betting Revenue Down for November 2023
Despite Pennsylvania sports betting handle breaking a state record, November 2023 sports betting and PA Online Casino revenues were down overall when compared to November 2022’s totals.
The Pennsylvania Gaming Control Board (PGCB) reported that the combined total revenues generated from all forms of gaming, along with fantasy contests, during November 2023 was $444.4 million, a decrease of 1.74% compared to revenues generated in November 2022.

Pennsylvania iGaming Remains Strong
Despite the overall drop in revenue this month compared with November 2022, the Keystone State’s iGaming numbers remained quite strong. According to the PGCB, casino games offered online generated gross revenue of $158,015,003 during November 20223, an increase of nearly 23% over the November 2022 $126.6 million total.
Hollywood Casino at Penn National Race Course trumped all operators with more than $61 million in total iGaming revenue for the month, followed next by Valley Forge Casino Resort’s $41.1 million, and Rivers Casino Philadelphia’s $27.6 million.
Pennsylvania saw iSlots dominate the iGaming landscape for the month, resulting in nearly $110 million in revenue compared with $46.4 million from iTable games and just $2.2 million from online poker.
Sports Betting Handle Strong, Taxable Sports Betting Revenue Down
The Keystone state reported a new monthly record of $934,130,152 in sports betting handle for November 2023, an 18.36% increase above the November 2022 total of $789.2 million. Despite the record setting handle figure, taxable sports betting revenue was down a whopping 75.64% when compared to the $52.8 million the state took in for November 2022.
The PGCB explained that the steep drop off in revenue was likely due to the recent launch of ESPN BET and its significant offering of promos in the state.
“The Board explains the steep drop in revenue occurred due to both the offering of a significant amount of non-taxable promotional play by the newly-launched ESPNBet operated by under the Hollywood Casino at Penn National Race Course sports wagering certificate and a low hold percentage that benefited bettors,” the board explained in a press release.
ESPN BET reported more than a $7.8 million loss in total revenue in the month.
